All the beaches in Mexico are considered as public, everybody can freely walk along the beaches within Mexico. However most of the hotels located on the beach will not allow you to use their facilities unless you are guest of them or unless you order a drink or meal at their restaurants or bars. In Cancun there are several public accesses roads or pathways to the beach and beach clubs where tourists staying at downtown hotels or locals can go to suntan, swim and relax.
